MacKay was born in in 1869. He studied in Paris under Jean-Paul Laurens at the Académie Julian. In 1907, MacKay returned from Paris and settled in Detroit. He then opened a studio in New York and another in Paris. His work was featured in the Carnegie International, The Pennsylvania Academy of Fine Art and the Paris Salon. He was famous for his several portraits of the Michigan Supreme Court Justices and Governor Sleeper, as well as, a designer with G.E. and Parrish's Mazda Lamp calendars.
